With over three decades of experience across public and private sectors, I've dedicated my career to advancing transportation technologies, platforms, and policies. As a program and project manager and business developer, I've supported and founded transportation associations while collaborating with technology companies, consultants, consortiums and agencies to create opportunities and solve complex mobility challenges.

'Experience' comes in many forms.

 

My education at Virginia Tech provided solid academic grounding, but who I am today has been equally shaped by curiosity and a willingness to listen. Leadership roles—from the Army National Guard to founding a trade association to chairing my HOA board—have taught me how to organize and connect with people. The lessons learned outside formal positions have proven just as valuable. Piano, rowing, and pickleball spark creativity and maintain my balance. Volunteering has cultivated empathy, while travel has exposed me to diverse perspectives. Most importantly, I've discovered that truly listening to others—without preconceptions—fuels personal growth. These interwoven experiences have shaped me into someone committed to serving others with integrity. I remain a lifelong learner, continuing to grow through active engagement with the world around me.    

Transportation Technology Solutions Business Development | Senior Sales Consultant, Conduent, 6/2025 to present.  Part of one of the deepest benches of subject matter experts in the road pricing industry, working for a company that's been in the domain since electronic toll collection began. That history matters: Conduent is vested and wise in ways that only come from decades of evolving alongside the industry itself.  I and the team I support work with public sector road pricing agencies to solve their most complex challenges in tolling, road user charging, managed lanes, and congestion pricing. From that first conversation identifying an opportunity through pipeline development and capture, we apply our subject matter expertise to guide clients through the full journey of modernizing their infrastructure.

 

Transportation Policy & Tolling Services | Sr. Toll Consultant, HNTB, 10/2023 to 4/2025. Supported the growth of the Capital Region toll services practice by identifying practical solutions for clients' infrastructure and operational needs. Built lasting relationships with industry leaders while focusing on what matters most—helping clients improve their transportation systems. HNTB's approach centers on understanding what clients truly value and delivering it better than competitors, ultimately contributing to enhanced quality of life for the communities served by these systems.

 

Mobility Services Payments | Mobile Start-Up: Chief Strategy Officer, GeoToll, Inc.  11/2020 to 7/2023.  Developed positioning strategies that maximized opportunities.  Cultivated partnerships and fostered business development, which required strong communication skills, including crafting compelling thought pieces, persuasive copy and engaging presentations.  GeoToll offers a revolutionary smartphone-based transportation payment platform that use a patented E-GPS solution.  By leveraging the most widely adopted personal consumer device, the solution offers tolling and RUC agencies unparalleled efficiency, accuracy and payment assurance.

   

Mobility-as-a-Service Leadership: Founder, MaaS America, 1/2019 to 1/2021. Created a collaborative space where industry stakeholders could share expertise on American mobility solutions. Concieved and built the organization from the ground up—recruiting an Advisory Committee that evolved into the Board, developing member-focused services, and establishing foundational policies for governance and communication and an annual meeting. My focus was creating a vehicle for change that acknowledged America's unique transportation landscape while making participation valuable for everyone involved.

Mobility Solutions Enterprise Management and Sales: CEO USA, A-to-Be USA, 7/2016 to 12/2018.  Guided all operational aspects while focusing on strategic growth. Lead the initiative that secured A-to-Be's largest-ever contract with a premier yoll agency—outmaneuvering a major competitor and significantly enhancing our national reputation. This win demonstrated a commitment to understanding what clients truly value and delivering solutions that exceeded their expectations. Under my leadership, revenues grew from $1M to $18M/year, and U.S. contract portfolio doubled. This success came from a team that prioritized client relationships and innovation, establishing A-to-Be as a trusted partner in the evolving mobility landscape.

Connected Vehicle Technology and Policy: Senior Transportation Operations SME, Leidos, 12/2015 to 7/2016.  As a member of a distinguished team comprised of engineers, planners, and policy experts, I contributed to the advancement of cutting-edge projects focused on connected mobility, transport policy, and stakeholder education. Our team provided vital support to the United States Department of Transportation (USDOT), various state agencies, and other organizations in enhancing smart city operations through the effective management of goods, people, and data.

   

Mobility Technology and Policy: Principal, TJM Consulting, 12/2014 to 12/2015.  Provided strategic business development advice, product insights and market-specific guidance to companies seeking to enter the transport technology space. In one notable project, I played a key role in developing a testing and certification program to facilitate multi-jurisdictional payments, contributing to the viability of a national Road Usage Charge program.

​Transport Payments & Mobile | Start-Up Management: CEO, GeoToll, Inc. 4/2013 to 4/2015.  Responsible for strategy, business development and outreach.  Led GeoToll through key milestones including two pilots, industry certification, and being first to market with a patent-pending smartphone payment solution and a 4-fold increase in share value in two years. 

 

V2X Vehicle Certification & Interoperability Assurance, Association & Program Management:

Founder and Executive Director, OmniAir.  4/2003 to 4/2013.  Pioneered the transportation industry's first vehicle-communications protocol interoperability testing and certification program, creating a foundation for connected vehicle technologies across North America. Starting with just a concept, I built the organization from the ground up—recruiting diverse stakeholders including technology suppliers, system integrators and infrastructure operators.  My leadership encompassed strategic and daily operational responsibilities: I grew membership from zero to over 40 organizations, managed technical efforts that developed standards and created test programs that ensured interoperability between systems. A major achievement was securing and managing a $5M sole-source contract from FHWA, demonstrating both government confidence in our mission and my ability to deliver complex, high-value projects.  I established governance structures and lead the development of the technical frameworks for certification services—all while ensuring OmniAir remained responsive to industry needs. This work helped transform how transport stakeholders approach interoperability, creating value for the ecosystem.  www.omniair.org.

Technology Program Development | Government and Industry Affairs: Director, Technology Programs, IBTTA.  5/1998 to 12/2007.  First-ever Director of Technology Programs at the association.  Created a new dimension for this established organization by developing technology initiatives that connected policy with practical implementation.  Role bridged between technical innovation and industry leaders.  Spearheaded committees and work groups that informed industry direction and helped members implement new approaches.  Responsibilities included managing teams, facilitating standards development across diverse groups, and conducting industry analysis.  A signature achievement was conceiving and implementing a highly successful workshop series that significantly expanded IBTTA's reach and credibility.  These events brought together technology providers, operators and policymakers and created valuable knowledge-sharing opportunities. Regularly represented the organization at these and outside events as speaker or moderator, helping position IBTTA at the forefront of technology conversations.  Created lasting frameworks for how the industry approaches technology, standards development, and cross-sector collaboration—establishing models that continue to influence the organization's approach today.

Illuminated Abstract Shapes

Master of Urban Affairs, Virginia Polytechnic Institute & State University (Virginia Tech)

Focused on City Management and Economic Development.  The MUA from Virginia Tech is known today as an MPA (Masters in Public Administration).  MPA and MBA programs have similarities in some coursework and curriculum, but differ in the focus of their training. Both programs cover topics such as finance, management, and leadership, but an MPA program places its emphasis on government and nonprofit organizations.  Where MBA graduates are trained to manage businesses and corporations, MPA graduates are trained to manage cities, government agencies and nonprofit organizations.

Bachelor of Urban Affairs & Planning, Virginia Tech

Virginia Tech provides an academically rigorous experience combined with the benefits of a true 'college-town' set in the beautiful Roanoke Valley of Virginia.  Since 1872, the university has provided a hands-on, engaging approach to education, preparing future practitioners and scholars to be leaders in their fields and industry communities.  'Tech' is Virginia's most comprehensive university and leading research institution, fulfilling its land-grant mission of transforming knowledge to practice. Non-Commissioned Officer Leadership Academy, 29th Infantry Division, Virginia Army National Guard

Known as the Blue and Gray Division, the 29th Infantry Division is an Army National Guard operational-level headquarters located at Fort Belvoir, Virginia. Its origins date back to World War I and is most known for its participation in the D-Day landings at Omaha Beach in World War II.  The 29th's wartime mission is to provide mission command to subordinate brigades and forces.

Leadership Academy, International Bridge, Tunnel & Turnpike Association

The IBTTA Leadership Academy is an executive development program tailored specifically for mid to senior-level managers in public and private sector organizations that serve the toll industry. Nearly 450 professionals have graduated, with many participating in the Alumni Association to continue fostering meaningful connections.
